吉林師范大學(xué)博達(dá)學(xué)院的各位外籍教師：

目前，新型冠狀病毒感染肺炎疫情的防控工作正處于關(guān)鍵時(shí)期。正如大家所了解到的，中國政府高度重視防控工作。學(xué)校近期多次召開會(huì)議落實(shí)國家工作要求，積極采取應(yīng)對(duì)措施，切實(shí)保障廣大師生的健康和安全。學(xué)校也尤其關(guān)心各位外籍教師的情況，非常感謝大家在過去一段時(shí)間對(duì)學(xué)校工作的支持！未來一段時(shí)間，我們將面臨更大的工作壓力和挑戰(zhàn)。為堅(jiān)決遏制疫情擴(kuò)散、奪取防控斗爭勝利，學(xué)校向廣大外籍教師提出如下要求：

請(qǐng)廣大外籍教師增強(qiáng)法治和道德意識(shí)，嚴(yán)格遵守當(dāng)?shù)卣拖嚓P(guān)部門的通知、通告要求。學(xué)校已經(jīng)根據(jù)教育部通知，做出了延期開學(xué)的決定，開學(xué)時(shí)間請(qǐng)等待學(xué)校統(tǒng)一通知。請(qǐng)所有離校外籍教師安排好假期學(xué)習(xí)生活。

請(qǐng)廣大外籍教師減少出行，對(duì)自己、他人和社會(huì)負(fù)責(zé)。外籍教師如果提前回到四平應(yīng)自行居家隔離觀察，觀察期至少14天，不到辦公室、教研室活動(dòng)，待觀察期結(jié)束確保沒有任何問題后再開展相關(guān)活動(dòng)。

為及時(shí)掌握廣大外籍教師的動(dòng)態(tài)，學(xué)校將實(shí)時(shí)統(tǒng)計(jì)外籍教師們的假期行程和身體狀況，并按要求實(shí)施零報(bào)告制度上報(bào)上級(jí)主管部門，請(qǐng)大家嚴(yán)肅對(duì)待，認(rèn)真反饋。

學(xué)校將加強(qiáng)校園管理，嚴(yán)格實(shí)施門禁制度，對(duì)外來人員、車輛實(shí)施登記制度。誠懇希望廣大外籍教師近期不要邀請(qǐng)或接受外來人員來訪。

各位老師，讓我們行動(dòng)起來，客觀對(duì)待、科學(xué)防控，不造謠、不信謠、不傳謠，為疫情防控做出實(shí)實(shí)在在的貢獻(xiàn)！

A Letter to All the International Faculty and Staff of Boda College of Jilin Normal University (BCJNU)

—— Calling for Cooperation and Support of Prevention & Control of the NCP Outbreak

Dear international faculty and staff：

At present, we are at a critical moment to prevent and control the outbreak of the Novel Coronavirus Pneumonia (NCP). As you are aware, the Central Government has designated the epidemic prevention & control work as a top priority. BCJNU has held several meetings to implement the appropriate and effective rules and regulations set forth by national and local governments. We have been and continue to take active measures to ensure the health and safety of our students, faculty and staff. We are very concerned about the health of our international faculty and staff, and would like to express our great appreciation for your effort and support. However, we should also be aware that in the coming period of time we may soon face even greater stress and challenges. In order to resolutely curb the spread of NCP and to implement full epidemic prevention and control, we put forward the following requirements and request your conscientious cooperation and support.

1. We urge all the international faculty and staff of BCJNU to help maintain law and order. Please strictly comply with all the rules and regulations issued by the local government and relevant departments. BCJNU has decided to postpone the beginning of the spring semester according to the notice of the Ministry of Education, so be patient for our official notification for the opening date of the new semester. Before that, it is suggested that you maintain a reasonable balance between work and leisure during the holiday.

2. We strongly recommend that you avoid travel and make an effort to reduce the amount the socializing or other unnecessary activities that require you to go out. This is for the sake of your safety and the safety of your family and society in general. Upon returning to Siping, you will be required to remain at home for a 14-day self-quarantine and self-observation to be sure that you have no fever, coughing or any other similar symptoms of NCP. Do not go onto BCJNU campus or into your office before the end of the self-quarantine. You must not enter the BCJNU campus until the end of your 14-day self-quarantine. In the case you are unwell or experience any abnormalities in your current state of health (fever, coughing and other symptoms of NCP), please avoid campus and report your condition to your Faculty or School immediately.

3. BCJNU has set up a daily reporting system to collect the latest information on all the faculty and staff as well as the students about any travel and on their physical condition in order to monitor the situation and offer reporting to the competent authorities. We request your kind cooperation in providing any necessary information in a timely manner.

4. BCJNU will be strengthening the campus management and has implemented a strict access control system for people or vehicles from outside. We strongly suggest that you do not invite or receive visitors during this period of time.

Dear colleagues, no matter where you are at this moment, we are particularly concerned about the well-being of you and your family. We also hope that you will continue to make an effort in our joint endeavor to combat and overcome the challenge brought by the NCP since it is everyone’s responsibility to prevent and control the epidemic. We shall remain calm and reassured while following the instructions issued by the government and so. The fabrication or spread of any rumors should be forbidden.

Let us, all faculty and staff of BCJNU, unite and work together to make our best contribution to complete victory in our battle against the virus.

全學(xué)外國人教員への手紙

――現(xiàn)時(shí)點(diǎn)の疫病予防制御工作に関する要求

吉林師範(fàn)大學(xué)博達(dá)學(xué)院外國人教員の先生方：

現(xiàn)在、新型コロナウイルス感染肺炎疫病の予防制御は大事な時(shí)期にありあす。皆様のご存知のように、中國政府は疫病予防制御のことを非常に重視しております。本學(xué)も最近數(shù)度の會(huì)議を開き、國家の要求を著実に実行しながら、積極的に対応措置を出し、教職員と學(xué)生の健康と安全の確保に盡力しております。特に、外國人教員の皆様方のことを非常に心掛けております。外國人教員の皆様につきましては、平素より多くのご支援とご協(xié)力をいただき、非常に感謝しております。今後しばらくの間、我々は更なる職務(wù)上のプレッシャーや困難に直面すると思われます。感染拡大を斷固として防ぎ、疫病の予防制御の戦いに勝つためにも、外國人教員の先生方については以下の事項(xiàng)を厳守してください。

1．外國人教員は法治意識(shí)?道徳意識(shí)を強(qiáng)化し、所在地の政府と関係部門による通知と要求を厳守してください。本學(xué)は既に中國教育部の要求に従い、開講時(shí)間を延期することを決定しております。具體的な開講時(shí)間につきましては改めて通知いたしますので、そちらをお待ちください。大學(xué)を離れた外國人教員の方は、閉校期間の研究生活をご調(diào)整ください。大學(xué)院生の外國人指導(dǎo)教員は學(xué)生たちの研究生活を合理的にご調(diào)整いただきますようお願(yuàn)いいたします。

2．外國人教員の皆様方におかれましては、ご自身、他人、社會(huì)に対して十分にご配慮のうえ、出來るだけ外出を減らしてください。また、四平に戻った外國人教員は、オフィスと研究室に入室する前に、最低１４日間自宅で隔離観察を行ってください。隔離観察期間が終了し、癥狀のおそれがないと確認(rèn)できてから、関連のご活動(dòng)を行ってください。

3．本學(xué)では外國人教員の皆様の動(dòng)向を適時(shí)把握できるように、毎日外國人教員の活動(dòng)予定と健康狀況を統(tǒng)計(jì)したうえで、?ゼロ報(bào)告?制度に従い、統(tǒng)計(jì)したデータを上級(jí)主管部門に報(bào)告いたします。皆様については厳格に取り組み、しっかりと報(bào)告してください。

4．本學(xué)はキャンパス管理を強(qiáng)化し、厳格に門限制度を?qū)g施いたします。つきましては、學(xué)外の方や車両に対しては登録制度を?qū)g施いたします。外國人教員の皆様方は今後しばらくの間、外部関係者の招待や受け入れを行わないようにお願(yuàn)い申し上げます。
